Mr. Salmons heads the firm's Public Finance group. He has practiced in the area of public finance law for more than 20 years. Mr. Salmons has served as bond counsel, underwriter's counsel, borrower's counsel, or issuer's counsel on a variety of municipal bond financings including general obligation, revenue, conduit, utility system, health care, industrial development, multifamily housing and educational facility bond transactions. He represents governmental, quasi-governmental and private entities, including 501(c)(3) non-profit organizations that are eligible for tax-exempt financing.

He also practices in the commercial real estate area. He routinely represents both buyers and sellers (and lessors and lessees) of real estate in the State and throughout the country. He has helped structure, negotiate and document complex transactions involving the identification, separation and sale of individual business line facilities and assets that are located on land containing integrated facilities for multiple business lines (involving subdivision, long term lease, complex easements and multiple service arrangements).  As part of this work, Mr Salmons routinely represents financial institutions and other lenders in commercial mortgage loans and other asset-based lending.

Mr. Salmons also provides advice with respect to, negotiates and documents a variety of general commercial law matters, private financing matters and transactional mergers and acquisitions as well. As a member of the firm's opinion committee, he provides Delaware third party legal opinions in commercial transactions, including matters arising under Delaware's Uniform Commercial Code.
